After 1500Km tyre is balding, should I change to a tubular system as I am considering to move up into a more aggressive, stiff, and wholly carbon fiber constructed wheelset.

Targeting a new built - Look 695

French frame, Japanese groupset, and French wheels. Budget hopefully will be kept under AUD 13,000.

Local Melbourne price tag is around AUD 15,000 with lesser wheelset.
